This was said by King Kamehameha the third. The picture to the right is of the Hawaiian islands. The islands represent equal rights for all men alike and the unity of the islands after King Kamehameha the greats reign.

Social reaction: Socially it was positive because it gave the Hawaiians equality.
But it degraded the chiefs by making them equal, although it also gave them new/different powers and responsibilities.
Political reaction: Gave the people a small amoount of power positive.
Intellectual reaction: Changed how Hawaiians thought of government, because they had never known anything other than a single ruler (their King.) I think it suprised them that other people that were not in the Royal Family or the family of a High Chief could have any amount of power.
